the legal drinking age is 18 in quebec though, me and my friends go there sometimes because its only a 2 hours drive away and there is no hassle inherent to fake id's.

Also, working at a alcohol selling environment for a while, and being trained in this, I would have to say this is a fake-ID....the year 1983, has obviously been tampered with. It has either been photo-shopped here for uber, or the numbers have been changed on the ID itself under the outer most layer of plastoc coating. But those numbers HAVE been changed.
