Rudy will be dropping out of the U.S. Presidential race tomorrow because he did poorly in today's Florida primary.
Hence, the RIP. His campaign is dead.
The thing with RIP posts, according to my understanding, is to include a picture NOT of the deceased, but of something or someone similar or reminiscent or ironic.
Hence the picture. Rudy's campaign went down in flames.
The picture also represents the primary reason (that's a joke, too, see?) to support his candidacy; i.e., the events of 9/11.
The caption is a reference to Joe Biden's famous quip about Rudy's candidacy, which was, "Rudy Giuliani. There's only three things he mentions in a sentence -- a noun, a verb, and 9/11."
I hope that explains everything.
