MadTV used to be funny... I still love the imitation Joan Rivers sound that's made every 5 seconds in a Lorraine skit.. UUUUHHHHH HUH HUH!!!

It appeals to the lowest common denominator.
It gets ad revenue because companies know that sheep and children watch it.
The FCC doesn't have any real problems with it, because there is no fear that it'd ever try to break the rules, mostly due to lack of quality writers. Why make something different and take a chance, when you can just use the same poor sketch countless times, changing just enough for it to be different.
The networks love it, because the actors get paid way less, and the show costs nearly nothing to produce.
All the actors were decent-ish comedians by themselves, to a rough degree, but just aren't funny enough to continue maintaining a comfortable living as comedians.
Canada has to export something.
