I am unsure, and not a credible source but octopi EITHER:
Turn one (all?) of their tentacles into a peener and jam it into the female. The tentacle then snaps off, remaing lodged in the female, and then the male regenerates the limb.
or
The male fires a sort of semen icicle at the passing female like a sniper. The icicle embeds in the females head or whatever and melts into her body.
Octopi may or may not be able to change gender at will.
