Yeah, so I'm a geek. I love sci-fi/fantasy and have since I was a little kid. I'm not a trekkie and I've never dressed up as Princess Leia but I like robots, lasers and aliens and most of those things combined. Science amazes me and freaks me out and when you combine that with horror and fantasy you get some of the coolest stories ever. The big "what if" questions.
And then god made Japan. So while everyone is spazzing out about swine flu, why aren't we worrying about Japan killing us all with robot overlords? I was looking forward to the swine flu mutating into some sort of Resident Evil/Dawn of the Dead type zombie-fying virus and wiping out at least half of the population in an eco-friendly machete fueled bloodbath. And then Japan went and did this:

The latest in Japanese Apocalypse Planning. Some dude working for CYBERDYNE created a bio-responsive robotic suit named HAL because he read "I, Robot" when he was a kid. When will it become sentient? It's supposed to be used for something along the lines of helping people with nerve and muscular problems like stroke victims perform every day functions.
All I'm saying is "I, Robot" is pretty much a story about immensely strong and virtually indestructible manufactured slaves a)becoming sentient, b)becoming over-protective and c)fucking our shit up. Japan already made that little Honda robot and then a couple months ago some creepy looking Haley Joel Osment AI precursor that LEARNS and interacts with its human creators in a quasi parent/child relationship. And now Cyberdyne made Hal...
Seriously Japan, knock it off. Next you're going to team up with Korea and make glowing puppies with the ability to launch psionic attacks before teaming up with your cybernetically enhanced swarm of stroke victims to crush all the weak and squishy humans. They're bringing together the Borg, Terminator, Haley Joel Osment, the Matrix and Akira and trying to put a consumer friendly price tag on it.
I was prepared for The Stand, I am not prepared for robotic infiltration of the human brain and eventual ass-fucking with hydraulic-powered titanium rods.

yeah i read the complete robot. to me, there's still this huge creepy and mystifying thing between humans and robots one upping each other in intelligence. we're still not made of metal and our evoluntionary cap is much lower than theirs. like what if the robot that got sent to saturn (i think) eventually realized, well crap, my human creators are inferior. the one about the little doggie robot, ok not so bad. little pet robot that seems to have feelings. and then robbie was creepy. evidence was creepy. and the one where that guy MIGHT have been a robot politician.
robots will end us. they are made of metal and loads smarter than the average human population i don't care about how much faster and more complex our brains technically are. we are meat, they are cleavers.

I didn't say EMP gun scourge. I said EMP "Device."
EMP devices aren't exactly directional, making a gun type device redundant. The "P" stands for "pulse" which occurs simaltaneously in every direction. Thus, it's more or less a bomb than any form of gun.
To build, you must first aquire electromagnets, and radio-wave transmitters, along with other highly scientific type stuff.
Alternately, nuclear devices emit EMPs when they go off, probably just as difficult to aquire, but I think if robots attack, the government will have other things to focus on than whether or not you're stealing nuclear technology. It'll likely be outdated by that point anyway.
Perhaps you could turn on a microwave and see how that works?
