I'd bet $3 that the pic is a Canadian making their first snowbird run to St. Pete. They hang around on the beach and forget to put on their sunscreen. Once. Then the hang around the hotel/condo for a few days and peel. "Ow! It hurts to breathe!". Good times, good times.
