Well, it's official: there is a Half-Life 3 in the works. Late last year Gabe Newell, head of Valve (creator of the half-life series) split his own development team and recruited several ex-microsoft employees to start work on Half-Life 3 - before Half-Life 2 had even been completed.
I have in my possession a pre-alpha of the game, which came with a text document describing the planning stages of the game including: a plot outline, script dialogue and of course the celebrities who would be doing voice acting for Half-Life 3. Here is a summary of the game so far.
PLOT:
When we last left Gordon Freeman at the top of the Citadel Tower, the mysterious G-man had just frozen time and offered him a job. This job turns out to be as the editor of a small Estonian (Note - working title, change Estonia to City 18 in final stages) newspaper trying to get off its feet and rise to the top in the cut-throat world of Estonian media. Gordon reluctantly accepts this low paid but satisfying position as chief editor of the newspaper and begins work. But something is afoul in Estonian (City 18) politics, and when Gordon gets too close to the Estonian President's terrible secret, a bomb is planted in his car. Gordon is killed instantly when he starts his engine, and the only way he can get revenge is by travelling back in time (as a ghost) to half-life 1 and preventing the horrible chain of events that lead him to that fateful car bombing.

Alyx: The mass graves, Gordon... he's using the open mines as a shallow grave for his ethnic cleansing victims.
Gordon: I must get to the '95 Ford Laser at once, the authorities must be notified of these horrific war crimes.
WOW. HALF-LIFE 3 IS A THRILLER TO BOOT.
Now you are probably thinking: "wow, this is pretty amazing, almost too good to be true". Well, I have run the pre-alpha on my PC and have the screenshots to back up these outrageous claims.
