It took me hours and hours, but I finally isolated the movie scene where these lines originate from:
"What does it do?"
"It doesn't DO anything, that's the beauty of it!"

This is a scene from the 1982 film "The Incredible Adventures of Captain Gheyballs", released in the U.K. as "Ghey! Ghey! Fat Gheyballs!"
Note the blood in the guy on the right's cup. I don't want to give away any spoilers, but you have to see this movie if only for the scene where he murders 8 babies to fill his lust for the life-giving, refreshing taste that is infant blood. As I said, I don't want to spoil this fantastic movie, but let's just say that the infant slaughter is related to said thing that doesn't do anything. Great date movie.
