A police officer watches as one man shoots a gun, and two other men run away from him. This happens on a city street. There are no hostages. The officer has his loaded firearm on him, is in good physical shape, is a good cop (not bribed or any such non-sense), is aware of the situation, is mentally capable, is not afraid of being shot, and could easily apprehend the guy with the gun, but does nothing. why?
