so... there is no way that the popbitch website popularised it during the late 90s, using the word 'charva' from a now-extinct dialect of Northumbrian Gaelic. This, in turn, came from the Romany (Roma, not the football team before you make some stupid comment) language during the mid 19th century.
some people have tried to explain where chav comes from with "Council Housed And Violent", "Council Housed And Vile","Council House Assault & Violence" and "Council House Associated Vermin" although there is no etymological basis for these terms, and they are backronyms* (OK, i was wrong when i said retronym, completly wrong meaning there...)
the fact that most of these travellers have settled down over the last 30 years would probably explain how the word has come about.
before you try and state something revolving around the english not using gypsy words, a few other words that come from Romany are cooshtie, pal, and lollipop....

backronym being an existing acronym, with the reference changing to serve a higher purpose... such as DVD, which was originally "Digital Video Disc", but is now "Digital Versatile Disc" due to the fact it was discovered we can put more than videos on them.

Well I very much doubt it came from the well versed middle classes knowledgeable on Ancient Romany... it has only been in use as a slang term recently for about a year so I can only assume it is some infantile playground term most likely standing for Council Housed And Violent; spread liberally by the internet folk across the globe.
Much more likely than a small group had kept it going the past god knows how many milennia and finally spake it to some yokel in yorkshire that then passed it on to his kids that began using it in the playground and so on and so forth.
And it is equally more likely than some intellectual little sod pulled it out of a book and spouted it all over the place.
There is no way this particular derivative has popped up from ancient Romany.

Actually, the word is Romany (add 'y' to the end of your word) these are not Romans, or Romanians, but travellers than left India circa 1000, and roamed Europe for a bit.... more commonly known as Gypsies...

So this word that has been popuralised by the young street corner urchins that keep asking me for fags on my way to the video store took this word from the gypsies circa 1000. Romany, Rome, spazville it's all the same, my point still stands; there is not a chance that is the origin of the word in this context/case.
