It's been tried, the logisitical complications caused too many problems. Genocide isn't as easy or a straight forward as it looks you know.
There's also the complications of a society built on hate and oppression (inhibited growth/regression) which is compounded by the fact that individuals lacking in compassion and steeped in bitter, angry rage merely project onto ethnic minorities. Such individuals generally lack the administrative functionality, due to their mental handicap, to be able to control the operation of a balanced society in an effective manner. The end result is a slow descent towards an anarchic totalitarian regime where all members of society are oppressed (including those in power who actually do the oppressing) and the whole thing falls into dissaray.
To the casual observer it might appear that there is an inherant genetic block against racism or even a divine check against such action. The reality is far more humdrum, revolving around the simple application of anger to a given situation. An analogy would be a drunk man destroying his front door through frustration as he is too inebriated to use the key.
On a personal note I would reccomend that you seek assistance in diluting your own feelings of anger, a good starting point is simple self-analysis; looking at events in your past that caused you particular pain or abusive behaviour (which may not have been directed at you specifically) manifested in authority figures/peers.
There are many forums and organisations which may be able to help you overcome your illness. It is possible and your affliction need not destroy your life.
