As for those who think giving money to the victims of the hurricane in the southern US, good on you. You are helping. It means those who got out aren't totally destitute.
Unfortunately it won't fix the whole problem. Nice if it were that simple.
To you or any of my fellow poor working schleps in any country, a dollar means significantly more than $10000 might to our boss.
They are the ones who started that damn war and meant the levees weren't fixed properly in the first place.
And whose grandaddies probably were the slave owners that meant these people are living (and now dying) in New Orleans anyway.
The evacuation effort would have been all the more simple if, for instance, instead of leaving dozens of buses empty at the airport, Greyhound had decided to spend a little money on fuel to evacuate people.
The cleanup effort would be much better if it were search and rescue rather than search and destroy.
Notice that the same people win at every stage here, anyone?

How about putting and building up a city that is under sea level?
