Suppose you're a waiter or waitress in a resturant, and a group of people are seated at tabe in your section. One of them- is a quadriplegic/amputee. Now, assuming it's not already there, when setting the silverware, would it be insultive to leave a fork and knife in front of the person who obviously can't use them? Or would it be equally rude to not give them silverware at all?
I mean, do you offer them a straw and some soup? Maybe you can put the house special in a blender for them. Nothing wrong with a prime rib smoothie. Check please.

christ- this was a joke, and people are giving me serious answers... HAR HAR PEENER and everyone laughs... but the amputee jokes bomb. I'm not even gonna try for midgits. I'll get -2DIE'ed into the ground.
I kinda figured Prime Rib Smoothie was worth at least a 0...

Well if they have someone with them they will probably assist the amputee in eating. The amputee will require a fork for eating still as the person helping probably will not share just like non amputees.
Also it probably would be curtious to ask:
"Would we be needing any assistance this evening with our meal?"
It would be rude to say something like:
"So you need me to feed you or not?"

Seeing as how they are with a group of people, they have probably already made prior arrangements as to how this person will be fed. Giving them a set of silverware is necessary because I doubt they want to be fed off of someone else's silverware.
