Ballot Language
"The constitutional amendment providing that marriage in this state consists only of the union of one man and one woman and prohibiting this state or a political subdivision of this state from creating or recognizing any legal status identical or similar to marriage."
"Enmienda constitucional que dispone que en este estado el matrimonio consiste exclusivamente en la unión de un hombre y una mujer y que desautoriza, en este estado o en alguna subdivisión política del mismo, la creación o el reconocimiento de cualquier estatus jurídico idéntico o semejante al matrimonio."
Brief Explanation
HJR 6 would provide that marriage in Texas is solely the union of a man and woman, and that the state and its political subdivisions could not create or recognize any legal status identical to or similar to marriage, including such legal status relationships created outside of Texas.

Mind you ... the 'Brief Explanation' is not the 'Ballot Language'. Unless you actually thought for a second that a state government could forbid marriage between two homos.

Born and raised in East Texas, Todd Staples was re-elected to serve his second term in the Texas Senate in 2002, and currently represents all or part of 16 counties. Staples served as Mayor Pro Tem of Palestine before being elected to the Texas House of Representatives in 1995.
Senator Staples is well-regarded for his conservative approach, fiscal responsibility and strong work ethic. Staples' legislative priorities encompass balancing the budget without tax increases, ensuring education funding remains the first spending priority, implementing tort reform measures to curb escalating insurance costs, enhancing property taxpayers' rights, creating economic development opportunities for local communities, attracting and retaining highly qualified teachers and state employees and protecting natural resources for future Texans. Moreover, Senator Staples continues to address the needs and issues of Senate District 3, such as funding for community colleges and universities and environmental concerns affecting timber and agricultural resources.
For the 79th Legislative Session (2005), Staples was appointed chair of the Senate Committee on Transportation and Homeland Security and serves on the Senate committees on Education, Finance, Natural Resources and the Subcommittee on Higher Education. During the previous interim, Staples chaired the Select Committee on Workers' Compensation and served on the Joint Select Committee on Public School Finance, the Select Interim Committee on Water Policy, the Joint Study Commission on Water for Environmental Flows and the Texas Commission on Environmental Quality's (TCEQ) Permitting Process Study Committee. Staples also chaired the Republican Caucus during the 78th Legislative Session.
The recipient of many awards, in 2005, Staples received the Texas Association of Mid-Sized Schools "Golden Apple" and was inducted into the Texas A&M Tyrus R. Timm Honor Registry of Former Students in Agricultural Economics. In 2003, Senator Staples was presented the Civil Justice Leadership Award by Texans for Lawsuit Reform, the Texas Association of Business "Fighter for Free Enterprise," and he was named a "Champion for Children" by the Equity Center for his work on behalf of school children. In 2002, Staples received Deep East Texas Legislator of the Year, the Independent Colleges and Universities of Texas "Legislative Champion" and was recognized by the Texas County and District Attorneys Association. Additionally, Staples has repeatedly been named among Texas' Top 10 Conservative Legislators, is a recipient of the Family Law Association Award for Efforts in Family Law and Juvenile Justice, was recognized by the Texas Water Conservation Association, is a member of the Texas Association of REALTORS® Legislative Hall of Fame and served on a Conservative Coalition Task Force to meet government needs during the 2003 budget crunch without increasing taxes.
Todd Staples attended Trinity Valley Community College and graduated with honors from Texas A&M University where he earned a B.S. in Agricultural Economics. Upon graduation, he returned home to start the real estate appraisal and brokerage firm he operates today. Staples is also a member of the Popp & Ikard property tax law firm focusing on valuation issues in mediation and arbitration, and he and his father are partners in a cow-calf operation. A member and deacon of Norwood Heights Baptist Church, Senator Staples and his wife, Janet, have four children.
