im seventeen and live with my mother, stepfather and two younger siblings.
my sister is sixteen, my half brother joey is five and autistic.
joey indentifies mostly with his father, who more than generally lets him get away with everyhting, including the weird little qualms with the order of things and how theyre done, which are usually inappropriate and ridiculous(read up on autism if youre clueless).
thats really not good, it only lets him slip deeper and deeper into his odd behavior. my mother is lazy as hell and rareley goes out of her way to do anything constructive pertaining to his shitty attituide/behavior.
my sisters still in school and, well, she just sleeps and bums cigarettes off me.
im the only one who really tries not to let joey get out of hand. he loves to swear, in general but mostly at me, because he knows it gets a rise out of me. i give him a fair warning before i bust the soap out on his unruly ass, sureley by now he knows swearing at me = soap, but he keeps at it anyways.
anytime i tell him NOT to do something, he takes it as his cue, hes struck a nerve and will keep going with it until all hell breaks loose, im pinning him down gritting my teeth trying not to lose my temper while i spank him or administer a little unorthodox oral hygiene.
five minutes later hes back at it. its not just swearing its generally anything that pisses people off. suiqrting toothpaste at you, kicking you, biting you, pinching you, turning off the computer while youre on it, locking your door from the inside, etc...
chastising only encourages him, what do i do? i grew up under the same lax and lazy parenting and if i didnt have half a brain id be fucked, just like hes going to be if i cant figure a way to break him. help me out here.

First off, the only 'point and case' made is if that picture is not you and is actually your sister. Don't use phrases that don't make sense.
Second, you sister likes to sleep, meaning she's in bed alot. That will reduce the effort on every guy's part.
