Because kitties that are all dressed up and tipping hats is a type of personification, which is an accepted and pretty much standard practice throughout written and pictoral history. It is also a good way of representing people who you wouldn't necessarily want to name or depict in any sort of way. Like if I wanted to draw an offensive picture of the President, and was afraid I'd get Disappeared if I did it. I could draw a cat with some of the most easily recognizable characteristics of the President, but if anyone asked, I could say, "Uhm, no, that's not the President. Look at it. That's a cat." And thus, satire.
Ascribing human actions to a cat is somewhat strange, yeah, but not nearly as strange as, say, a fractal cat that I can't tell for sure because the picture isn't large enough, but it doesn't look quite fractal, but enough to be
