Let's get this show on the road, then. Thanks to all the participants in advance, with your contributions we can make this a great contest. Please pay attention to the rules below, cheers. I don't think they're too stringent, really.
RULES
1) There is a complete ban on any form of attachments or media. No linking to media or attaching anything to your post will be allowed. This is to be a contest based purely on writing ability. No pictures, music or links. Any attachments of any media will lead to a disqualification.
2) Quoting from blues songs, poems etc is allowed as long as credit is given to the source.
3) Posting anything plagiarised will get you disqualified.
4) Use the tag IGKTW - Round 1 (or 2 and so on) for your posts. I know it's unwieldy; we'll all just have to deal with that.
5) This train runs on AEST, folks, so get your heads round the time difference.
6) Ratings will be taken as given with no changes. Appeals to change ratings will be on a case-by-case basis. If you feel you've been rated unfairly, present the review to me and if I think you've got a point I'll recalculate your rating to remove the offending review. My maths is fucking terrible though, so you're taking your life in your own hands there.
7) We have 22 participants, so this is how the bracket's going to go. I couldn't be bothered organising a visual one. Start: 22 people. Round 1 eliminates 11 people. Round 2: 11 winners plus the highest rated loser from Round 1, 12 total, we eliminate half again. Round 3: 6 people, eliminate half. Final round: 3 people in a bitter, 3-way tie to elect our King of the Blues.
8) Submissions for Round 1 will be due Tuesday, 25 April, 11:59 p.m. Australian Eastern Standard Time. Ratings close 3 days hence on the 28th at 11:59 p.m.
That's about all I can think of for now. Just don't be a jerk and everything will be peachy. If I think of any other rules I'll let you know. If I feel someone's doing something I don't like but I didn't cover it in the rules, they'll get a warning. If they persist, disqualification.
THEME
I put the themes in to the Fedora of Whisky Whimsy and placed said Fedora on my head. I then proceeded to dance around the room for a bit while listening to "The Mercy Seat". These themes been blues'd up, boy. I drew two themes for the round and they were (drum roll, Mr Wydler):
Travelling tales and hard times.
MATCHUPS
All matchups were drawn at random from the Fedora. For this I placed names into the Fedora, placed the Fedora on my head and danced to New Coat of Paint. Good luck to everyone.

Not too long now raters. I will dump the relevant pages to disk and then do the maths over the weekend. Boring data entry but shouldn't take too long. If I just did it paper and pencil it would be quicker, but I think it may be best to 'show my working.'

I wouldn't really approve, but I wouldn't DQ for it.
Still, putting in that sort of thing would really throw off your story. People don't like to be reminded that it is a story while they read. They'd rather get caught up in it, and that would jolt them out of it, I reckon.

He did. You should be able to find the studio recording and the live version from his San Quentin album. Go with the live SQuentin version first, if only for the inmates making him laugh halfway through it after he mentions a woman.
Then while you're at it, get his song 'San Quentin' - both instances of it. The inmates love it so much they make him play it again right after he's done.

I use Skype, not for the calls because I don't have a microphone, but redskies and I have been using it to swap albums across the ocean. If you use that, you could send me files over their system, as their transfer rate is fantastic.
If you haven't listened to Firstborn or Tender Prey before, you're in for a treat.
Firstborn is their album where the blues influence comes through the strongest. The slide guitar on some of the tracks is just fantastic.
I don't know if Cash did a version of Wanted Man, but I'm well curious now.

Then in Round 3 we can use both drawn themes AND the 'secret ingredient' theme that our opponent comes up with. And in Round 4 we can use both drawn themes, the 'secret ingreditent' and have to write a story that's at least as long in pages as ghola's nipples are in centimeters.

I say let people use either theme or both of them at their discretion.
Gotta leave room for originality, and it's better if each round is the same, rule-wise.
As you said, most people combined them this round, so there's every chance they will again next time around. But they shouldn't be penalized if they don't.

The timestamps on Uber are in Eastern Daylight Time - that's the only reason I suggested it, for simplicity's sake. 5 PM EDT would be 12AM GMT, I believe.
Greenwich, Aussie, whatever...I don't particularly care WHAT time zone we run off of, as long as we're all in agreement on an extended deadline for our lollygagging competitors. :p
Just so long as the deadline isn't revolving around lunar eclipses or star alignment patterns of Goatse or some other ridiculous thing.

We have had a fair time to get them done but I have to say, if I didn't finish mine when I did, I never would have had it done in time. And I live in this timezone.

Aye, Sphagnum, a couple of hours don't really mean anything. It's really more to get a timeframe around the contest than anything. If the people below who I've listed as forfeits wanna post sometime soon then they can.
The only deadline that really matters is the ratings cut-off.

I think, and this is my soft side speaking, you should allow a 1 hour buffer. Here's why.
I understand the need to have a deadline in a contest but where do we expect that deadline to measure up against life's deadlines?
If people rush are they going to be able to be true to their work, if they are cutting corners in the last paragraphs and what not and would we want them to post something that they were less than proud of?
I say give it an hour, I'd rather see these folks in the competition as opposed to shortening the field.
I mean isn't the real gain from this contest the fact that people are writing and not who wins or loses?
