i think rebellion implies free will, while submission doesnt. so i dont think that really makes sense because if there is rebellion, it is not the case that there is no free will.

but you have to consider what rebellion is -- conscious deviance from the normal means and goals of society. submission would be to adhere to those norms. somewhere, there has to be free will to allow for rebellion or rebellion would never be initiated. At least on a broad level this is true.
When it comes down to the individual, if you're told to rebel and you follow instructions, it's not rebellion. It is submission. But to submit when you're told to rebel IS rebellion, not submission. this might be DOS's point, but there is still a distinction between the two. you can at the same time submit and rebel.
