I think most people will agree that the gene pool is in serious need of maintenance. Genocide is a good start, but only if we actually know which kinds of people we want to have around, and which not. I'm going to write this from a purely economic point of view which, let's face it, is one of the rare viable measures when managing the population of an entire country. We also cannot accommodate individual fancies (e.g. a mass murderer being a "good husband") in the equation. Simply put, you will only be judged on what you do, not what you are.
Assume that a country is like a human body. We can thus come up with a broad categorisation of jobs:
Group 1:
The brain: The top scientists, professionals, CEOs, politicians. The "movers and shakers" of the economy, if you will.
The heart: Those who fulfill the spiritual, emotional, and leisure needs of the population. The people who make a country more than just an economy. Here we have teachers, charity workers, housewives, religious workers, artists, entertainers, porn stars and sports people.
The red blood cells: The basic fuel of the economy. They may not count for as much as "brain" people individually (in the Microsoft McJoe vs Microsoft Bill Gates way), but no country can survive without this class. The brains think, the blood cells do. These are your typical office workers, salesmen, waitresses, civil servants, construction workers, roofers, and just about every other job unless otherwise stated.
The white blood cells: The protectors and defenders of society. The military, police force, paramedics, firefighters.
Students can be grouped into one of the job classes above based on whatever they're studying.
To put it broadly, everyone listed above is beneficial to society and should be left alone in whatever cleaning spree you want to embark on. Every country has different needs, but it's clear that an imbalance would fuck things up majorly.
Two examples:
North Korea would be a body with a shitload of white blood cells and practically no brain cells. Look at where it is today.
Similarly, a hypothetical country with nothing except Ivy League types would be eaten up mighty quick. Not to mention that whatever great ideas they can come up with will never be implemented because there's no one to do the actual work.
Before I go into other classes, it is important to recognise that not all unemployment is the same.
There are two basic types of unemployment: The temporarily or "transitionally" unemployed, where they are willing and able to get jobs, and the permanently unemployed, who can't or won't work to save their lives.
Fats: I consider them the "potential class" who can be converted into any of the useful classes with some help from society. Examples include repentant criminals, borderline handicapped, and the temporarily unemployed. While fats are not inherently harmful to the country, letting the situation get out of control means clogged arteries. Worst of all, some might even degenerate and turn into cancer cells.
Cancer: We all have a basic idea of what a social cancer is. The idiot who turns up at the welfare office without fail, getting food stamps to feed her 10 kids, half of whom belong to the Cribs. That's a social cancer right there. Here we have hardened criminals, lifers, and the hopelessly unemployed.
A social darwinist programme should encourage and upkeep the first group, proportion modified according to the needs of individual countries.
It should also make a real effort to trim the fat by providing supportive welfare, education and decent job opportunities. These people want to be part of the team and should be helped.
Dealing with social cancer is where your imagination comes in. Radiation, chemo, or surgical removal? Your choice. Have fun.

Judging from the responses in the first post, it seems that many of you have thought of this. Perhaps it may be good to contribute a post on this subject, tagging it with "Forced Darwinism - Something". You can refine everything previously written, or explore new areas entirely. Who knows? The combined brain power of Uber might be worth more than making fun of babies.

As I said, I'm talking from an economic, human as resources, point of view here. So your ant hill comment is spot on. I admit it's too narrow a scope. But I do not have the time or sadly, the intellectual capability to present the whole issue with the inherent complexity of human interaction and the thorny question of "worth" (in all its meanings) thrown in. That's why I asked for others to help with the effort.

What about freedom? And, as Spooner pointed out in the other post, what about human rights? These are terms that have been stretched and abused to cover just about every type of behaviour from everyone, no matter how harmful it is. There is no freedom to rape and murder, and it is not a human right to be a complete leech on society's limited resources. If you want to look at it another way, you have the freedom to rape and murder, just that society has the freedom to hang you for it. It's your human right not to work, but it's also society's right not to support your lazy ass.

The brains of society will subdue the ordinary man with lacklustre justifications for yet another killing, another sacrifice to preserve life, science will invent new means of restraining our freedom and killing our brothers until we are nothing but an autonomous, albeit genetically cleansed, societal clockwork. At which point I will wonder why we bother to exist at all.

Ah... the slippery slope scenario. You would realise that there are lots of limits imposed in this post, far more than the other one. Basically if you work, or are willing to work, you are more than welcome in society.
Have I not emphasised how a diversity of jobs is vital to society's wellbeing? I don't care how big of a positive externality you are, just don't be a negative one. It is not very hard. If all someone can do is flip burgers, he is still an important part of the fast food industry.
Of course, there will always be people willing to twist "worthless and harmful parasites should be removed" into "non-lawyers/doctors/millionaires etc. should be removed". That will be a failing on the part of the individual to see the interdependence of it all. Can I stop anyone from thinking along such lines? I try.
No fear about the slippery slope, though. We all know that this idea will never come to fruition. At least not through Uber. It's pure mental masturbation. The biggest impacts Uber will have on real life are probably the help hannah project and Method's amish invasion thing.
