Use MS PAint if you don't have Photoshop. Just vertical stretch your canvas down like 500% and start cutting and pasting pics from the internet and typing and shit.

I would just go to, start> programs > accessories > paint, then paste your pictures and text there, but if that is too complicated, or you have a MAC I would use the link above.
